3483479 - SNOTE shows "Cannot be implemented" for WEBGUI corrections

Symptom

When checking an SAP Note in transaction SNOTE, the Implementation State of the SAP Note shows "Cannot be implemented".
Below examples shows a situation when SAP Note 3433145 is downloaded via transaction SNOTE.
