3483712 - Cannot create assignment in SAP Central Business Configuration: All Plants are already assigned to other Sales Areas

When assigning a plant to a sales area, the following error message is received: "Cannot create assignment. All plants are already assigned to other sales areas."

Or the "Create Assignment" button is greyed out when trying to assign a Plant to a Sales Area.
