Not able to access User Management page by providing the 'Read' permission to the custom role in SAP Analytics Cloud (SAC)

1. Login to SAC.
2. Go to Security -> Roles.
3. Create a new custom role under BI license.
4. Select the license as 'Blank'.
5. Provide the 'Read' permission for Users.
6. Save.
7. Go to Security -> Users.

Notice that the users in the above created custom role are not able to access this page.

This behavior is by design.

You need to provide the 'Create' permission to the custom role. After providing this permission, the users will be able to access the User Management page.
