3484420 - Instructor is Unable to Set Completion Time from Add Learning History

An Instructor is Unable to Select a Completion Time from the clock pop-out when their Time Pattern ID is set to HH:mm in Options and Settings. 

The clock pop-out will not allow the instructor to set a value for Minutes and it displays in the format HH:MM even though the Time Pattern ID is set to HH:mm.
