1. The "other plants" option is greyed out/not available at the legacy UI ATP screen. Why?

• This is a known restriction with the RACR (Review availability Check Result) screen: "Other Plants" does not work together with RACR.
  Details: RACR is used to display confirmations and 'Other Plants' in delivery proposal is used, additional ATP checks will be carried out that lead to an additional RACR screen. 
  Explanation: This behavior is correct. ABC (requires 1JW) offers the interactive plant manipulation capabilities. 

2. I want to ask why is the "Availability Check Horizon" field is not available in MM03?

• The new fields "Availability Check Horizon" and "Calendar for Validating Check Horizon" are just available/editable/viewable within the "Manage Product Master Data" App. The "old" MM03 transaction is basically "outdated" and will not be enhanced anymore. New developments are only available via the corresponding APPs in the FLP.
