3484776 - All phone types added when a rehire verification step is triggered - Onboarding

For Rehire candidates all phone types are being populated in Rehire Verification. 

For new hires it's not happening.

The same field is mapped to all phone types in the Recruit to Hire Data Mapping.

For new hires, it isn't populated because there is no previously existing data in EC.

For rehires, the behavior is different: The RHDR page will adhere to the Employee data model to ensure that the Rehire Coordinator reviews all the merged data before submission.

The data from RCM (in the case of the first rehire check) or the data from PDC (in case of the second rehire check), will always take precedence over data present in the DB.
