Further changes are still allowed after service order is set to "Completed" post billing.

It is standard design that service order will never be "actually financially closed". It is still allowed to change service order even though it is set to "Completed". Only service confirmation is not allowed to be changed after completion.

Help Portal - Service Confirmations: "When all service confirmations assigned to a service order have been set to Completed and one of these service confirmations has been flagged as the final confirmation, the system sets the service order on which the service confirmations are based to Completed. You cannot edit a service confirmation that has status Completed".
