3485348 - Competency rating option appears for some forms when Rating behaviours option is enabled

When rating on behaviours is enabled, Rating option is set to 2 and field permissions are set to read or write for item-cmt-rating (Unofficial User Rating) there is also a competency rating available in the form

1. Set the Rating option (rating-opt) and cmt-opt to 2 in the Form template (Rating Options)

2. Set the use-behavior attribute to true (Rating Behaviors)

3. Set field permissions for item-cmt-rating (Unofficial User Rating) to read or write (Field Permissions)

4. Launch a form

5. Competency rating option appears in the form together with behaviour ratings

6. Form Rating is calculated based on the ratings of behaviours, rating submitted on Competency has no impact

With the Rating option 2 Only the following fields can be configured:

• item-rating (Rating of Record)
• item-cmt-rating (Unofficial User Rating)

When rating behaviours it is impossible to split item-cmt-rating (Unofficial User Rating) to competency rating and behaviour rating.

This is an expected behaviour for such form template settings combination.
