3485402 - Not able to open HANA Cockpit login screen due to error code "ERR_CONNECTION_TIMED_OUT"

Symptom

You can not get the logon screen when you try to open HANA Cockpit web application 

You can see https://<Cockpit_Hostname>:<cockpit_web_app_port> redirects to https://<Cockpit_Hostname>:3<instancenumber>32/uaa-security/oauth/authorize?response_type=code&client_id=sb-cockpit!i1&redirect_uri=https%3A%2F%2Flscx-s1h-dbh.atb.ab.com%3A51029%2Flogin%2Fcallback 

The browser hangs for a bit and then gives a "ERR_CONNECTION_TIMED_OUT" error.
