The modification of the section introduction in 360 form templates in manage templates is not effective in new created forms

1. Go to Manage Templates
2. Select a 360 form template
3. Edit the section introduction and save the template
4. Launch a new form, observe that the introduction in the form is different from the content in the template.

The 360 form template has a distinct design compared to the PM form.
When the template is using Msgkey, if making edits to the introduction in the manage templates section, the modified content does not automatically synchronize with Msgkey.

This is current system behavior.
