Parked Supplier invoice value is not shown in APP 'Cost Center Budget Report'

Environment

SAP S/4HANA Cloud Public Edition

Cause

Parked Supplier Invoice is not actually posted, the parked FI document is not saved to actual posting tables,
and also not shown as 'Actual cost' in Cost Center Budget Report.

This should be a standard behavior.
