3485630 - Currency type cannot be changed on non-leading ledgers after shell conversion

Symptom

When assigning currency type 30 in the leading ledger(0L) to each legal entity as 2nd FI currency, the setup is not the same in all non-leading ledgers, the system does not take over the settings from the leading ledger and it cannot be changed,
