The Final Review step is not triggered or skipped even when configured in the Process Variant for Internal Hires/Crossboarding.

SAP SuccessFactors Onboarding

1. Add the "Final Review" step to the Process Variant
2. Initiate the Internal Hire process
3. The "Final Review" step is not triggered or skipped

This is expected behavior of the system. The "Final Review" step is not supported for Internal Hire/Crossboarding.
