3485958 - Error KT134 during cost center deletion via OKC4

Symptom

While trying to delete cost centers via OKC4 - message KT137 "Controlling area XXXX does not exist" is displayed; however, CSKS table displays cost centers in various different controlling areas which do not exist in the system.
