3486501 - IBP - OBP: Planning Filter is not working

Using a Planning filter for one specific material and/or one specific location, after the planning job:

1. More product or location were planned (or changed) or,
2. A second planning job that was running at the same time failed due to location product locked for planning, although the second job has a different planning filter with other location or product.
