3486521 - Country field behavior in Address portlet

Symptom

The country field in the address information portlet does not respect the order set in Manage Business Configuration/Configure People Profile outside edit mode.

Reproducing the Issue

Navigate to Employee Profile
Navigate to section "Address"
The order of the 'Country' field outside edit mode doesn't respect the order defined in BCUI or Configure People Profile

Cause

Expected Behavior. The country field will appear by last in the order outside edit mode, regardless of the order configured in BCUI or in the Configure People Profile.
