3486979 - 'Action RELEASE not permitted for status Released' error message in Material Cost Estimate Run

You created an Material Cost Estimate Run, and you can see that there are number of messages that says: 'Action RELEASE not permitted for status Released'.

SAP Business ByDesign.

1. Go to the Inventory valuation work center.
2. Go to Material cost estimate run sub view.
3. Search for the Material cost estimate run 'ABC'.
4. Go to the messages tab, in total you will see number of errors as mentioned below.

Error message: Action CALCULATE not permitted for status Released  

Information message: Structure explosion was active with explosion date YYYY-MM-DD

When you check the Not processed tab in Material Cost Estimate Run 'ABC', you can see that all of the Materials appearing in this tab are also appearing in the tab Messages. The error is appearing as "Action RELEASE not permitted for status Released".

1. Initially these materials were not included because they already have a cost that was calculated in a released cost estimated.
2. If you review the Material Cost Estimate run listed, that will be flagged as erroneous due to being marked as completed releases. Even in the "Not Processed" tab, the status shows as "Released.
3. The messages "Action DET_TRANSFER_QTY_STRU not permitted for status Released" and action CALCULATE not permitted for status Released" basically means that the material actual costing instance has been released, that is actual cost allocation has been already done and hence those materials cannot be processed again in this period. (the period which you are trying to do the run).

The system is behaving as designed.

If you run the Material Cost Estimate run again, it would again re-evaluate the allocation amount as of then.  
As per indicated error message, those materials may already have a released cost estimate. Since released cost estimates cannot be recalculated, those materials are also appearing in the Not Processed tab.
If you would like to re-run the Material Cost Estimate run again, then you have to make sure there are new documents processed.

New documents refers that there are no new productions happened to perform from your end. So you have to create new Production lot or Production confirmation.
