3487559 - Getting a "403 ModSecurity Action" response when accessing SAP through the browser

Symptom

Accessing an SAP system through the browser is not working.

While capturing an HTTP trace*, one or more requests are failing with a "403 ModSecurity Action" response.

One commonly affected scenario is accessing the WebGUI (either directly or within a Fiori environment - i.e., WebGUI based tile).
