Is it possible to complete I-9 after the user hire date?

The candidate will be able to complete the pending I-9 sections since the permissions for I-9 have been granted to their role. 

Please note that if the user has already been converted, the permission needs to be additionally granted to the "Employee Self" role, even if the External User role already has permission.
