3490972 - Wrong location mapped to ONB location object from RCM

RCM sends "AAA" to jobInfo.location.

But in ONB, the location is something else like "AAA1"

Effective date of the Location is later than start date.

1. Please go to Manage Organization, Pay and Job Structures >> Location and find the one should be.
2. Check "Effective as of"
3. If the effective date is later than jobInfo.start-date, please set effective date earlier to make sure it is valid on start date.
