3491952 - Application could not be started due to technical issues. "Service group 'XXXX' not published"

An SAP Fiori application fails to launch from the Fiori Launchpad with a following error:

"App could not be opened because the SAP UI5 component of the application could not be loaded."
"Failed to load UI5 component for navigation intent '#<SemanticObject> - <Action>'"

The following indicators may be observed:

• Browser console log:
  The browser developer console displays the following entry:
  "Service group '<service group ID>' not published"
  (This directly identifies the affected, unpublished OData V4 service group.)
• Browser network tab:
  Inspection of the network traffic reveals that the request to the $metadata endpoint returns an HTTP 404 error. The request URL contains the name of the affected service group, confirming that the service group is not accessible in the system.
• Transaction /IWFND/V4_ADMIN:
  When navigating to transaction /IWFND/V4_ADMIN and expanding the Service Groups folder in the left-hand tree, the affected service group is not listed among the published service groups.
