3491975 - Why my GB RFQ (Request for Quotation) ran in Failed in SAP Business Network with error code 400 and says "The Spot Quote could not be published"

Symptom

When a GB RFQ was created, QuoteRequest was sent via SAP Business Network to Ariba Sourcing, RFQ (Request for Quotation) ran in Failed with error code 400 below.

<Status xml:lang="en" text="Bad Request" code="400">The Spot Quote could not be published. This could be because of incomplete data in the quote request. Please log into the sourcing system to check the status.</Status>
