Symptom
When users access performance form, in the goal section or development goal section, the edit icon does not appear.

- SAP SuccessFactors Performance Management
- SAP SuccessFactors Goal Management
Reproducing the Issue
1. Check in Performance form XML template, edit icon is not disabled (no permission set for "tgm-fields"). See KBA 2202750 for more information.
2. Launch a new form.
3. In the goal section / development goal section, the edit icon does not appear as expected.
Cause
- The goal plan access permission to the subject user's goal plan is missing.
After upgrading to the Latest Goal Management, goal plan access permission is necessary for the edit icon to display on form.
- This is a private goal and current user does not have "private-access" permission.
Resolution
- The goal plan access permission to the subject user's goal plan is missing.
Go to User Role Search to confirm whether user has the specific goal plan permission to subject user.
If not, grant the current user goal plan permission to the linked goal plan and add the subject user in the target population via Manage permission roles -> Goals -> Goal plan permission. - This is a private goal and current user does not have "private-access" permission.
Grant "private-access" permission to current user role in the goal plan template XML or set the visibility of the goal to public
