3494158 - Error: 'Invalid host', No SYSAM License Available in SAP IQ post RHEL OS upgrade

Symptom

• After upgrading OS version to RHEL 8.8 from 7.9, a license error occurs when starting SAP IQ.
• The errors are, 

  1. Failure to obtain licenses for the IQ_CORE feature from the license file(s) or server(s)
  2. The system host ID does not match the host ID specified in the license file

• SAP IQ starting error ;

     ...
     DBSPAWN ERROR:  -82
       ...
       Failed to obtain license(s) for IQ_CORE feature from license file(s) or server(s).
       Invalid host. The hostid of this system does not match the hostid specified in the license file. Unserved licenses can only be used on the host for which the license was generated. If          the license is intended for use on this machine then you need to check-in the license and regenerate it using the host id for this machine.
       The hostid of this system does not match the hostid specified in the license file.
       License feature name:  IQ_CORE
       License hostid:        ..xx123abcxx..
       ...
       FLEXnet Licensing error:-9,57.  System Error: 19 "(null)"
