3494417 - CJ20N: Lack of Error Message for Mandatory Partner Roles

In transaction OPSPAR3, some partner roles have been defined as mandatory.

In transaction CJ20N, the system behaves correctly when these mandatory partner roles are not maintained - an error message is shown "Enter a partner" Message no. IX010 (as expected). However, the system gives no error message when saving the project and not having the Partner tab active. It is expected that Message no. IX010 should occur regardless of whether the Partner tab is active.
