The account determination is missing.

Normally, the error can be solved via maintaining account determination setting with SSCUI 100297 - Automatic Account Determination.

In the first step: select Area - Sourcing and Procurement.

In the second step: select parameters according to below screenshot. 

Then, in the third step: maintain the accounts, and save.
