SAP SuccessFactors Recruiting Management 

1. Go to Recruiting
2. Select Job Requisitions
3. Select Create New
4. Select Create New Job Requisition From Blank Template
5. Select Next
6. Page only displays error for the first required field

This is a known limitation.

The Job requisition page currently has a known limitation when validating required fields, the validation happens upon selecting next on the page. 

Our engineering and product teams are aware of this limitation and they are working to enhance the whole page and provide a better user experience. We do not have a target date to release the changes, if you want to follow up on this topic, you can provide the code RCM-124571 to any of your account representatives to check the current status of this internal task.
