3495819 - Unable to access ESR or ID after SP Level Update.

After PI/PO system Support Package update the following error appears at launching PI tools (ESR and ID).

Java Web Start Error: Unable to load resource: http://hostname:port/rep/repository/com.sap.ume.assemble.facade.jar  

From system default traces the following error can be observed:
