3495819 - Unable to access ESR or ID after System Upgrade

• After PI/PO system Support Package upgrade the below error appears at launching PI tools:
  Java Web Start Error: Unable to load resource: http://hostname:port/rep/repository/com.sap.ume.assemble.facade.jar  
• From logs the following can be seeing:
