The candidate is appearing under Org Chart before Manage Pending Hires step

The candidate is appearing in Position Org Chart, it is an expected behavior. Org Chart and Position Org chart are two different charts.

• Org chart will not show external user. 
• Position Org chart will show the candidate. This is the current system behavior because the onboardee is a future hire and the Position Chart is permissioned.
• You cannot control who is displayed within the position org chart. But you can control if the users will have access to Position Org Chart or not. 
• And for those users who have access to the Position Chart they would also need to be able to click on the Date Picker to actually navigate to the future to then see the new hire being displayed.
• Both is permissioned:
  • Access to the position org chart
  • Access to make use of the date picker (to select position org chart to be displayed in future)

So, if in your case the users are able to see the future candidates in the Position Org Chart, you can restrict the access to see Position Org Chart.
