Cause

The error message is intended to be raised.

The reason is that it is not allowed to save a global ALV GUI Variant Configuration, as the system is neither an extensibility development system nor does the ATO item type "ALV GUI Variant Configuration" allows non-extensibility-development related changes or changes.
