3497537 - Reduced Withholding amount incorrectly filled on IT0210

Symptom 1: The Additional Withholding amount from IT0210 is not being considered on the tax calculation.

Symptom 2: When trying to open an IT0210 record via transaction PA20 or PA30, it returns a dump:
