3498727 - Service Layer Test Connection fails with Connection Timed Out Error from Integration Framework service

Symptom

When trying to test connection with the Service Layer from Integration Framework service the following error appears: "HTTP-Code: -1; message: java.net.ConnectException: Connection Timed Out: connect (local port XXXX to address 0:0:0:0:0:0:0:0, remote port XXXXX to address XXXXXXXXX".
