Symptom
Business Rule onChange to not populate specific fields after one option is marked, is configured in New Hire Data Review step, example:
In Marital Status select "Single" > Field "Marital Status Since" is 'removed' as it's not needed.
It gets properly saved, but in Personal Data Collection, even though candidate can see the option "Single" properly populating, 'Marital Status Since' field is still displayed.

Cause
Business Rule onChange will reflect only when user changes the option, therefore once it comes saved from New Hire Data Review, it won't be affected right away. If candidate selects it again, field gets removed.
Resolution
Please configure an onInit Business Rule. You can utilize the very same rule twice, one for onChange, other for onInit (Manage Business Configuration > choice the desired portlet).
