3499459 - The Mandatory setting for the Global Information specific country custom field is not working - Onboarding

A custom field under Global specific country info_onboardee person type has been set to Mandatory, but it does not appear as Mandatory on the PDC page.

1. Go to Manage Business Configuration page > globalInfo > globalInfo_country; Eg. globalInfo_USA
2. Select globalInfo_country_onboardee;  Eg. globalInfo_USA_onboardee
3. Set one custom field Mandatory = Yes and save the change;
4. Initiate a US candidate onboarding and proceed to the PDC step;
5. Log in as the candidate and go to the global information section. The custom field is not marked as mandatory, so the PDC can be submitted without filling in the custom field. 

The visibility on the parent model is set to 'n' in the DB.

1. Manually run the globalInfo object from the External User Visibility page;
2. Temporarily disable globalXXX from Manage Business Configuration and then re-enable it.
