3499483 - No able to create the customer return via app Manage Customer Returns -V2 (F2650) due to message MSR_INSP_MESSAGES 017

Symptom

When trying to create the customer return by app Manage Customer Returns - Version 2, the document can not be created and may see pop-up error that "Error occurred saving...". If checking system log in the transaction SM21, there is transaction termination due to message MSR_INSP_MESSAGES 017 at that time.
