Unexpected test result in work center formula, using the average cost rate not the plan cost rate for a period.

SAP S/4HANA Cloud Public Edition

Currently, for the work center formula, system always use the average rate, there has been no change in this function since a long time.
For example:
Cost rate is 100 EUR from period 9 to period 12.
Instead of using plan cost rate 100 EUR, work center formula will use average cost rate, that is:
100 x 4 / 12 = 33.34 EUR
(4 means sum of rates in period 9, 10, 11 and 12)
