3500051 - Valuation Parameters in transaction RECN: Inactive CREATE TERM button

Symptom

In the 'Valuation parameters' tab, a valuation rule cannot be assigned, as the button is greyed out/inactive.

Transaction SU53 does not show any missing authorizations.

How can the button become active?
