Duplicate check only occurs when a very similar name to copied-from supplier is added to new supplier. All of mentioned attributes are part of Match Profile for BP. With current Match Profile configuration Duplicate Check is not showing a potential duplicate with same Tax Number, Address, Bank Account and already very similar name
