3500328 - jobscheduler-service shows as CRASHED in XSA

After a start attempt of jobscheduler-service it shows as CRASHED in the service status list when you have multiple instances of this service.

Getting the service logs with the command:

xs logs jobscheduler-service --all > jobscheduler-service-logs.txt

In the jobscheduler-service-logs.txt log file, you can see:

ERROR: Resource busy and NOWAIT specified: "<DB lock ID>"."jobscheduler::CREATE_SCHEDULER_INSTANCE": line 15 col 4 (at pos 888): ptime::PtimeException

FAILED with state 'CRASHED': Process terminated unexpectedly with exit code: 1
