3500341 - Rule to raise error message not triggering in hire/rehire when workflow is involved

The rule in payment information configured to raise an error message is not working while submitting the hire. This happens only when there is a workflow involved. 

• SAP SuccessFactors Employee Central - Hire and Rehire Employee

1. Create a rule under Payment information to raise an error message on certain condition during hire/rehire. 
2. Go to rehire inactive employee.
3. Select the user and submit the hire.
4. Notice that the error message didn't pop up, as configured. 

This is an expected behavior. 

In case of hire/rehire, the rules on MDF objects such as Payment information will trigger only on the last step of the workflow approval.
This is an expected behavior as per the system design.
