3500929 - How to add logic in IPS transformation for case-insensitive username matching

Symptom

When synchronizing users using IPS, there is a requirement to assign a dummy email to users whose username contains the word "TEST" in a case-insensitive manner. Which means, the username may be in uppercase, lowercase, or mixed case, and the requirement is to perform a case-insensitive matching in the condition.
