Symptom
"Opps, you do not have permission to perform this action” Error occurs on EC Quick Actions related Joule use cases in SuccessFactors.

SAP SuccessFactors HCM Suite
Reproducing the Issue
- Launch Joule in SuccessFactors
- Joule user performs Transactional Use Cases related with EC Quick Actions' use cases.
- Although the system configured EC Quick Actions and related user has proper EC Quick Actions permissions, still Joule will return "Opps, you do not have permission to perform this action” Error.
Resolution

If user is not an EC user, although user has related EC quick Action permissions, Joule will return error "Opps, you do not have permission to perform this action”.
This is due to non-EC (=EP) user will not have access to the Edit transactions, even if permissions are granted e.g., via Employee Central Effective Dated Entities. This applies for the MSS (Change Job and Compensation Information) as well as to the Quick Actions.
The workaround could be update the user to an EC user.
