3501986 - Error IM285 is raised in QM02 although QMEL-PHASE is correctly filled

Symptom

When saving changes for quality notification in transaction QM02, error message "Notification &1: Inconsistency Phase/Status Management" (message nr: IM285) is raised.

But it is found that fields QMEL-PHASE and VIQMEL-PHASE are filled correctly according to the below logic:
