EH&S Incident Management sends warning message "Data of &1 is preliminary".
It is independent if an Incident, Near Miss or Safety Observation is created.
It is not possible to set the status to 'closed', i.e. for Manager approval of the incident, and the warning changes to an error message that the person assigned (Injured person) is preliminary.
