3503208 - SAP NetWeaver dispatcher does not start up. SQL Server Network Interfaces: Server doesn't support requested protocol

Symptom

The SAP NW system dispatcher process will not start up after the system copy process (backup/restore method, plus SWPM execution).

The work processes developer trace indicate following error message:

C ERROR: -1 in function SQLConnectWithRetry (SQLConnectWithRetry)
C (-1) [08001] [Microsoft][ODBC Driver 13 for SQL Server]SQL Server Network Interfaces: Server doesn't support requested protocol
C 2 times error (0,0) or (-1,0) in sequence
C ERROR: -1 in function SQLConnectWithRetry (SQLConnectWithRetry)
C (0) [HYT00] [Microsoft][ODBC Driver 13 for SQL Server]Login timeout expired
C ERROR: -1 in function SQLConnectWithRetry (SQLConnectWithRetry)
C (-1) [08001] [Microsoft][ODBC Driver 13 for SQL Server] A network-related or instance-specific error has occurred while establishing a connection to SQL Server.
