3503353 - "Not relevant for subcontracting" Freight Order is created with Life Cycle Status "Completed"

Symptom

Users try to use the freight order document type (which described in "Reproducing the Issue") to create FO.

But when users go to the statuses tab, observing the Life Cycle Status of FO is set as "Completed ".
