3503362 - No work item generated for MDG Change Request after remote client copy

Symptom

After a remote client copy, you're trying to create MDG change request in the new copied client. You realize that the change request can be submitted but no work item is generated for the corresponding change request. From SM58, you will see the entry with message "The ASSERT condition was violated" for Function Model SSW_WI_CREATE_VIA_EVENT_IBF and target system as WORKFLOW_LOCAL_**. However, there is no dump recorded in ST22 in the present system and client.
