The code error 36 is "NO_ACTIVE_USER_INTERNATIONAL_TRANSFER_NEW_EMP = 36"
One of the possible causes for the error is the user for whom legal entity transfer initiated is Inactive.
Resolution
The user that belongs to the Legal Entity Transfer must be Active in SuccessFactors
