3504026 - Error 13 for write/read access to a file

1-  In the access to a file  executing operations from SAP system or during installation   there is an output error 13  similar to these :

•  Error 13 for write/read access to a file
•  F3V Error 13 for write/read access to a file. File = <path to the file>
•  Error 13 during disassembling PAT file  XXXXXX.PAT
•  Error 13 (0x0000000d) (Permission denied) in execution of system call 'fopenU' 
•  Error number: 13  . Error text:   "Permission denied" . Could  not be opened for writing

2-  User accessing to the file has  enough permissions.
