3504438 - Cannot create hold Purchase Order with XML PurchaseOrderERPRequest_In_V1 SRM / ERP

Business uses the SRM classic scenario, where SRM documents create Purchase Orders in the ERP system without SRM Purchase Orders. 

These Purchase Orders are incomplete they give errors therefore they should be created in held or hold status.

However the Purchase Order is not created.
